In these cases, consolidated on appeal, Herbert S. Cowardin and Jerry O. Duke (collectively, the landowners) applied to the Board of Supervisors of Lancaster County (the Board) for conditional use permits to construct boathouses on their respective properties in Lancaster County.1 The Board denied the applications, and the landowners petitioned the trial court for a review of the Board's determinations.
