The plaintiffs appealed to the Superior Court pursuant to General Statutes § 4-183 (b) from a decision of the defendant commissioner of the department of health services finding that the defendant United States Surgical Corporation's (Surgical) use of dogs complied with state statutes and regulations.1 The Superior Court dismissed the plaintiffs' appeal for lack of aggrievement and they now appeal to this court.
