The plaintiff, Dale A. Daigle, appeals the Master's (Bean, J. (Ret.)) recommendation to deny his motion for sanctions against the defendant, the City of Portsmouth (the City), which was approved by the Superior Court (McHugh, J.). For the reasons stated below, we affirm.
