Gabe Mirkin, M.D., appeals from an order of the Circuit Court for Baltimore City which reversed a determination by the Insurance Commissioner that Medical Mutual Liability Insurance Society of Maryland (Medical Mutual) violated Md. Code Ann., Art. 48A, § 234A1 when it attempted to cancel appellant's professional liability insurance. This litigation arose under the following circumstances.
