The facts in the case are as follows. On March 2, 1988, Officer Tim McKibben of the Murfreesboro Police Department stopped a vehicle for a routine traffic violation. As he (Officer McKibben) approached the car to ask for the driver's license, empty vials were spotted between the driver and passenger seats. Officer McKibben had seen similar vials used in the sale of cocaine. Upon informing the defendant, the registered owner and passenger of the car...
