This case is before the Court upon the appeal of Tom McNeel, state superintendent of schools, the Board of Education of Ohio County (the Board), and Henry Marockie, superintendent of Ohio County Schools.1 The appellee is Richard Cruciotti. The appellants are aggrieved by the February 9, 1989 order of the Circuit Court of Ohio County.
