OPINION

BARRY, Judge.

The Lincoln Intermediate Unit, No. 12 (Lincoln), appeals an order of the Department of Labor and Industry's Bureau of Workmen's Compensation (Department) which denied Lincoln's application for self-insured status pursuant to Section 305 of the Pennsylvania Workmen's Compensation Act, Act of June 2, 1915, P.L. 736, as amended, 77 P.S. § 501 (Supp.1989-90).
