The defendant, Joseph Wehrwein, was arrested and charged with possessing a certificate of title without complete assignment, in violation of Ill.Rev.Stat.1987, ch. 95½, par. 4-104(a)(2). Following a bench trial in the circuit court of Cook County, the defendant was convicted of that offense, a Class 4 felony.
