The Secretary of State appeals an order directing him to grant a judicial driving permit (JDP) to the petitioner, Michael H. Corum. We reverse.

The record shows that on February 15, 1985, the petitioner was placed on court supervision following a conviction for driving under the influence of alcohol. On October 21, 1989, police again arrested the petitioner for driving under the influence of alcohol...
