OPINION OF THE COURT

FLAHERTY, Justice.

These are cross-appeals by both parties from a Commonwealth Court order vacating in part an arbitration award under Act 1111 which decided the terms of employment of the Pennsylvania State Police for the contract period July 1, 1988 to June 30, 1990. We must reverse the judgment of the Commonwealth Court on three of the issues raised in this Court.
