Raymond E. Lopatic (Appellant) appeals from an order of the Court of Common Pleas of Dauphin County (trial court) quashing Appellant's petition for review of Swatara Township's (Township) decision which terminated Appellant's Heart and Lung Act1 (HLA) benefits.
