James E. "Festus" Herrin was charged in a six-count bill of information alleging various offenses against two victims, a five year old boy and a three year old girl. The bill charged defendant with three counts of aggravated oral sexual battery, La.R.S. 14:43.4; two counts of sexual battery, La. R.S. 14:43.1; and one count of cruelty to a juvenile, La.R.S. 14:93.
