This is an appeal from a decision of the Workers' Compensation Court of Appeals that reversed a compensation judge's findings with respect to equitable apportionment of liability between successive employers and their workers' compensation liability insurers and the employee's entitlement to attorney fees, while affirming the compensation judge's assessment of penalties.
