These two cases, one tried in the Circuit Court for Prince George's County and the other in the Circuit Court for Anne Arundel County, both concern the interpretation of Maryland Code (1987 Repl.Vol.), § 16-206(a)(1)(ii) of the Transportation Article. We shall conclude that the circuit courts properly held that the appellees could not be considered "unsafe" drivers under that provision of the code.1 Before explaining...
