FLAHERTY, Justice.

In 1987, the Pennsylvania Department of Transportation (DOT) imposed a five year suspension of operator's license upon the appellant, Joseph S. Bursick. An appeal was taken to the Court of Common Pleas of Allegheny County, whereupon the suspension was reversed.
