The Petitioner, the Pennsylvania State Police, appeals an order of the Pennsylvania Human Relations Commission (Commission) for a fourth time.1 At last, the merits of the case are squarely before us. The Commission found that the Petitioner had unlawfully discriminated against Almando Carrasquillo on the basis of his Puerto Rican ancestry.
