Before this Court is an appeal by the Upper Saucon Township (Township) from the decision of the Court of Common Pleas of Lehigh County affirming the decision of the Township Zoning Hearing Board (Board) which allowed Robert Holland and Carolyn Holland (Hollands) to continue to operate their business subject to certain conditions. The Township questions whether the Board abused its discretion...
