Angela Cardenas has appealed from an order of the Court of Common Pleas of Allegheny County which dismissed her driver's license suspension appeal. We reverse.

The facts are largely undisputed. Cardenas was involved in an automobile accident in Turtle Creek, Pennsylvania. Officer Alexander Culotta of the Turtle Creek Police arrived at the scene, spoke with both drivers, requested back-up officers and called an ambulance and tow trucks...
