Vehicle Code section 23175, as amended in 1988 and effective January 1, 1989, provides that a person who is convicted of drunk driving within seven years of three or more previous offenses may be convicted of a felony. Prior to the effective date of the amendment to Vehicle Code section 23175, a fourth drunk driving could only be charged and punished as a misdemeanor...
