This appeal arises from consolidated tort actions against Douglas County, Nebraska, under the Political Subdivisions Tort Claims Act, Neb.Rev.Stat. §§ 13-901 et seq. (Reissue 1987). In the early morning hours of June 1, 1984, 17-year-old Jeffery Allen was driving a vehicle southbound into a curve on Douglas County Road 98 as it intersects with County Road 29.
