The child in question, J.W.D., is a boy born December 18, 1987. His parents' strained marital history includes substance abuse by the father and episodes of domestic violence between the parents. Prior to J.W.D.'s birth, his older brother, J.D., was adjudicated a child in need of assistance in February 1987.
