The Ohio Turnpike Commission ("commission"), plaintiff-appellant, appeals the trial court's decision that denied a perpetual restraining order and mandatory injunction against Goodnight Inn, Inc., defendant-appellee, from maintaning or improving any signs on billboards visible from the Ohio Turnpike. We reverse.
