Patrick Ahern, et al., (Petitioners)1 appeal an order of the Secretary of the Department of Education (Secretary) which affirmed a decision of the Chester-Upland School District Board of School Directors (Board) that Petitioners were not demoted as a result of the 1987 compensation plan2 for Petitioners. We affirm.
