Plaintiff and defendant were married in 1972. There are two children of the marriage aged 12 and 15. In February 1986, the parties were granted a dual divorce. Upon consent all other aspects of the action were referred to the JHO to "hear and determine." The entry of a divorce judgment was stayed pending the JHO's orders. The JHO issued two partial orders.
