This is an appeal from a ruling of Bankruptcy Judge Conrad of the District of Vermont pursuant to 28 U.S.C. § 158(a). On July 19, 1989, the Bankruptcy Judge ruled that appellee, as standing trustee in appellant's Chapter 13 proceedings,1 was entitled to a 10% fee assessed against all funds he received from appellant.
