The executive director of the Wellesley Housing Authority (the housing authority) suspended David Bartell without pay in June of 1985 and then terminated his employment on July 30, 1985. With the assistance of his union, Bartell filed a grievance and sought a hearing before the housing authority. He requested that the matter be heard in open, not executive, session. The meeting was held on August 28, 1985...
