This matter came before the court on appeal by Graham E. Lehman from recall of his school bus operating privileges by the Department of Transportation, effective June 9, 1989, pursuant to section 1519 of the Vehicle Code (75 Pa.C.S. §1519). Said recall was based on a physical examination report by Dr. William D. Slemenda which revealed that Mr. Lehman had had a myocardial infarction in December 1988.
