The Department of Transportation, Bureau of Driver Licensing (DOT) appeals an order of the Court of Common Pleas of Allegheny County (trial court) which granted a motion to strike a judgment dismissing the appeal of Roberta L. (Van Horn) Pulleyn (Licensee)1 from a suspension of her driving privileges pursuant to Section 1532(b) of the Vehicle Code,
