This case involves the interpretation of the following language in G.L.c. 152, § 7, as amended by St. 1986, c. 662, § 9:

"(1) Within fourteen days of receipt of the employer's notice of injury, the insurer shall either commence payment of weekly incapacity benefits ... to the employee or shall notify ... the employee .. . of its refusal to commence the payments and of its intent to contest...
