Pursuant to a plea agreement with the United States, James Ray Russell pled guilty to an information charging him with the robbery of a federally insured bank by force, violence, and intimidation, in violation of 18 U.S.C. § 2113(a).1 The district judge who sentenced Russell had previously declared the Sentencing Guidelines unconstitutional in an unrelated criminal...
