This action was filed in 1986 to challenge the 1983 Amendment of a Farmers Home Administration ("FmHA") regulation. The Amendment abolished a tenant's right to an administrative hearing prior to eviction from FmHA-financed housing. Plaintiffs allege that the agency eliminated the grievance and appeals procedure in violation of the Administrative Procedure Act ("APA").
