Following an air crash near Warsaw, Poland in May 1987, plaintiff-appellant administratrix brought this action against LOT Polish Airlines, which owned and operated the aircraft, and against the Union of Soviet Socialist Republics (USSR), allegedly acting by designated agencies or instrumentalities.
