This case arises out of the implementation of a drug abuse program by the Illinois Department of Corrections ("IDOC") for its employees in March of 1988. The employees are represented by the American Federation of State, County and Municipal Employees ("Union"). The drug program allows for the testing of urine and blood samples when there is "reasonable suspicion," as determined by objective factors...
