In this appeal we address a familiar situation where a property owner contends the State was not willing to pay adequate compensation in a quick-take condemnation proceeding. On April 6, 1987, the State Roads Commission of the State Highway Administration (the State) filed a Land Acquisition Petition for part of the property owned by John D. and Patti Ann Solko (the Solkos).
