This matter is before the court on defendants' motion for summary judgment. Plaintiff filed this civil rights complaint pursuant to 28 U.S.C. § 1331 in 1987 while an inmate at the United States Disciplinary Barracks at Fort Leavenworth, Kansas (USDB).
