Deborah Pfeifer commenced the above-captioned case against the City of Brookfield (Wisconsin), former Brookfield police officer Stephen McNeill, and their insurers seeking compensatory and punitive damages for depriving her of rights guaranteed by the Fourth and Fourteenth Amendments to the United States Constitution. She seeks relief under section one of the Ku Klux Klan Act of 1871, 42 U.S.C. § 1983,
