This diversity case raises a difficult question under the consumer protection law of Massachusetts as to when actions and transactions alleged to constitute unfair or deceptive practices occurred primarily and substantially within the Commonwealth. Mass. Gen. Laws Ann. (MGLA) ch. 93A, § 11 (West 1989) (ch. 93A). The resolution of the question has serious implications for commercial and consumer transactions in the Massachusetts marketplace...
