POOLE, Circuit Judge:

Appellant, Rhonda Rose, filed suit against the United States Postal Service (Postal Service) alleging failure to maintain accurate and timely records in violation of the Privacy Act, 5 U.S.C. § 552a(g)(1)(C), which she claims caused delay in her receipt of worker's compensation benefits and thereby caused her permanent physical disability. She appeals the district court's grant of summary judgment in favor of the Postal Service.
