Debra Grunwald and 48 other non-union teachers ("teachers") filed suit in the district court under 42 U.S.C. § 1983 alleging that the procedure by which the San Bernardino Teachers Association ("SBTA") and the San Bernardino City Unified School District ("the District") collected agency shop fees violated their first and fourteenth amendment rights.
