In this action plaintiff, A. Hirsh, Inc., challenges the United States International Trade Commission's (ITC) determination summarily denying plaintiff's request for review, based on changed circumstances, of the Commission's final affirmative determination under 19 U.S.C. § 1673d(b) (1988) that plaintiff's goods threatened an industry in the United States with material injury.
