Daryn Traina filed a complaint alleging a slip and fall at the Navy Exchange Cafeteria in New Orleans. On July 18, 1989, Traina's attorney went to the United States Marshals' Service to have the complaint served on the Attorney General of the United States. On July 21, 1989, the U.S. Marshals' Service mailed the complaint to the Attorney General by certified mail Number P 088 028 575.
