Ever since being hired by the Navy Regional Finance Center as a GS-4 "voucher examiner" in 1984, Jaime Espinueva has been demanding promotion. He applied to be a GS-5 "account technician" six weeks into the job and was turned down. Espinueva complained to the EEOC that the Navy had discriminated against him on account of national origin (Filipino) and age (he was born in 1926), setting in motion...
