This is an airport search case. On June 8, 1989, James A. McKines arrived at the Kansas City International Airport on an early morning flight from Las Vegas. Special Agent Carl Hicks of the Drug Enforcement Agency (DEA) routinely watched that flight because previous passengers on it had been caught transporting drugs.
