We granted certiorari to review the unpublished opinion in Bandimere v. Jelen and Son, Inc., No. 88CA1028 (Colo.App. Aug. 10, 1989). The respondents, Samson and Julia Bandimere, were charged in Jefferson County with criminal violations for unlawful transportation of hazardous material.
