On August 26, 1987, the United States District Court for the Northern District of California convicted respondent, Aleksandrs V. Laurins, of violating 18 U.S.C. § 1505 (1988) (obstruction of justice of administrative proceedings) and 18 U.S.C. § 401(3) (1988) (contempt of court). This conviction was affirmed on appeal.
