The plaintiff, Lima Lake Drainage District of Adams County, filed suit against the defendant, Hunt Drainage District of Hancock County, for breach of contract. The plaintiff alleged, inter alia, that the defendant had failed to remove the internal waters from a 692-acre area of land within the defendant district and had allowed water therefrom to flow into the plaintiff district.
