This case involves the initiative process. The plaintiff seeks judicial review of an order in other than a contested case, ORS 183.484, as well as a declaratory judgment, ORS 246.910 and ORS 28.010. In March 1989, the Secretary of State approved a specific form of initiative petition for circulation to obtain signatures on Ballot Measure 5.
