This appeal concerns the proper construction of the penalty and attorney fee award sections of a former version of Maine's "enforcement of land use laws and ordinances" statute, 30 M.R.S.A. § 4966 (Supp. 1987)1 and the proper interaction between section 4966 and a municipal zoning ordinance sought to be enforced by the Town of Holden against John J. Pineau, the violator of that ordinance, through a section 4966 action...
