Plaintiff-appellant, State of New Jersey, Department of Human Services (hereinafter "State"), appeals from two final decisions of the Departmental Appeals Board (Board), acting on behalf of the defendant-respondent, Secretary of Health and Human Services (hereinafter "Secretary"), which sustained a disallowance of federal funds for costs claimed by the State under Title XIX of the Social Security Act.
