Appellant Billy Hall appeals his conviction for mailing a threatening letter to the President and Vice President of the United States in violation of 18 U.S.C. §§ 871 and 872. Specifically, in June of 1988, Billy Hall was serving a sentence in the state penitentiary at Eddyville, Kentucky.
